Originating in The Anglo-Saxon Legal System, The Frankpledge (based on older pre-Medieval concepts), stated that every Freeman was bound to “Tithing” - or association of 10 men. These associations were collectively responsible for the Community behavior as a whole. Used in Court, yearly The High Sheriff was responsible for checking the “Frankpledge” (when invoked in Cases), to “test” it's “validity”.
