The Ancient Greeks believed that the many Islands found in The Seas surrounding their Territories were actually ''governed'' and protected by a Class of Goddess known as The ''Nesoi''. These Deities were often portrayed in art and Literature a ''small and beautiful Women or young girls''. They controlled any other Spirit or Deity that as associated with that particular Island. Perhaps related to either The Titans or Olympian Gods and Religions (before the establishment of The Hellenistic Hierarchy of Zeus, Hera etc). - rather than being destroyed by Zeus in His War against His Rivals, He allowed them to ''live and govern'' under His control.
