The term ''Lucifuge Rofocale'' was first recorded in The ''Grand Grimoire'' in 1521 AD. It is thought ot relate to the Administration of The Government of Hell or a specific Demon assigned to oversee all other Demonic Leaders and their Charges. This makes the Position Holder actually 2nd in Charge of Hell (it would seem). In a Specific Person, Lucifuge (a Latin reversal of the name ''Lucifer'') would thus be akin to The ''Governor of Hell''.
